About us - The National Probation Service is a statutory agency which provides a wide range of services to the Courts and to the Criminal Justice System.

Vision - To be and remain a top performing Probation Trust in England & Wales which increases public confidence in criminal justice, reduces re-offending and protects the public, due to the excellence of our offender assessment, sentence planning and delivery of interventions and sentence plan outcomes.

Aims

• Dyfed Powys Probation Trust will continue to operate as an innovative and enterprising organisation delivering quality services which have been commissioned by the National Offender Management Service within the areas of:

• The Trust will contribute to making communities safer places in which to live, work and visit by increasing visible community payback, supporting victims of serious crime and engaging local communities in the management and resettlement of offenders.

• Public protection will be enhanced and re-offending will be reduced through the contribution which everyone in Dyfed Powys Probation Trust makes to effective service delivery, supported by fair and robust management and the good governance of the Probation Board.

• Social inclusivity and civil renewal will be promoted by Dyfed Powys Probation Trust working together with local communities and with partners in Wales’ Probation Areas, HM Prison Service, Local Criminal Justice Boards, Local Service Boards, Community Safety Partnerships, Welsh Assembly Government and those in the independent and voluntary sectors.

• Resources will be deployed based on the orders of the Court and the risk that offenders pose in line with:
> the National Offender Management Model
> the National Standards for the supervision of offenders

• The Service design for Dyfed Powys Probation Trust will be based on the delivery of best practice which is tailored to the Area’s geography, diversity and demography, with clear staffing and management structures deployed to maximise the use of resources and the achievement of business objectives and targets.

Aims of the NPS - The aims of the NPS are (1) Protecting the public, (2) reducing reoffending, (3) the proper punishment of offenders in the Community, (4) ensuring offenders’ awareness of the effects of crime on the victims of crime and the public, and (5) the rehabilitation of offenders.

Offender Management & Intervention - To achieve these aims the Dyfed Powys Probation Trust has a structure comprising four Offender Management Units, which match the Dyfed-Powys Police Basic Command Units, and an Interventions Unit. The Interventions delivered focus on: unpaid work; accredited programmes; drug rehabilitation; alcohol treatment; skills for life; employment, education and training; accommodation; and advice on finance benefit and debt.

Geography and diversity - The Dyfed Powys Probation Trust covers the counties of Carmarthenshire, Ceredigion, Pembrokeshire and Powys, an area of 4,188 square miles, approximately 55% of the land mass of Wales; 46% of the population are Welsh speaking and 0.97% are from ethnic minority groups, with the total population being 476,000 (Data obtained from Census 2001 figures).

Staffing and Board - Dyfed Powys Probation Trust employs 220 staff, of which 33% are male, 67% female, 7% have a disability, 18% are Welsh speaking and 1.53% are from ethnic minority groups. The Probation Board has 11 members, which includes a Chair, Chief Executive and Judge, supported by a Secretary and a Treasurer.

Budget - The budget for 2007/08 is £8.3m. 75% of the current budget is employee costs and 10% is spent on partnership funding to support work with offenders in relation to substance misuse, skills for life, mentoring, accommodation, and so on. This entails contracting with several organisations in the voluntary, community and private sectors to deliver services.

Reports - The Dyfed Powys Probation Trust prepares 2,700 reports for Court and Prisons over a 12 month period giving assessments which assist with sentencing and prison release decisions.

Offenders - The Dyfed Powys Probation Trust currently supervises 1,400 offenders, of these 87% are male, 13% are female and 1.6% are from ethnic minority groups. 31% of offenders are under 25 years of age. The risk of harm profile of the Area shows that 16% of offenders are high or very high risk.

Unpaid Work - There are approximately 335 offenders sentenced to unpaid work at any one time. During a year, 55,709 hours are worked in the Community on projects which, for example, promote Community Safety and enhance the environment. These projects are selected in conjunction with the Trust’s four Community Safety Partnerships, with local voluntary organisations and with the public who can nominate a project via the Community Payback link on the website (as shown above).

Employment status - Records show that 56% of offenders supervised by the Dyfed Powys Probation Trust are unemployed, 28% are employed and 16% are classed as economically inactive.

Skills for Life - 90% of offenders supervised by the Dyfed Powys Probation Trust have Maths and/or English Skills that are at or below the level expected of a 14 year old (key stage 3). Of these, just over half have not yet achieved the competence expected of an 11 year old key stage 2). (Figures obtained from Basic Skills Survey of Offenders).

Substance Misuse - For 47% of offenders, supervised by the Dyfed Powys Probation Trust, there is a significant link between alcohol use and offending behaviour while the figure for drug use is 27%.

Victim Contact - Dyfed Powys Probation Trust is annually in contact with approximately 200 victims of crime for serious sexual or violent offences. This occurs in cases when the offender has been sentenced to one year or more imprisonment or has been detained in hospital with restrictions on discharge. The Victim Liason Unit offers victims initial contact within eight weeks of the sentencing date so that they can receive information about the sentence process and can give ther views about the case.
