Message from the Chair, Dyfed Powys Probation Trust

I am delighted to have taken up the position of Chair in 1st April 2007 after serving as a member of the Probation Board for the last three years. I would like firstly to pay tribute to my predecessor Mr Peter Morgan who skilfully and with dedication has chaired our Board since its inception in 2001. Peter will be greatly missed and will be difficult to replace, however, in an effort to do justice to his legacy you may be assured of my total commitment to the Board and the public of Dyfed and Powys which we serve. I am a native of Carmarthenshire and live in Llandybie with my wife and family. Prior to my retirement in 2004, I was a police officer for 32 years having served in the Dyfed-Powys force for 27 of those years with various secondments interspersed within that period.

Along with our former Chair many members of the Board also completed their maximum six years period as Board members on 31st March 2007 and we are similarly grateful for the commitment and competencies which they displayed. As a consequence we have four new Board members who have significant experience and expertise in many facets of the Public and Private sector and I feel sure that they are well placed to continue the excellent work of the former members.

2006/07 has been another successful year for the Area where the vast majority of key performance targets have been reached. The new Service Design Model is well embedded into our structure and will ensure that an integrated approach to offender management matches the most relevant interventions for offenders in our Area.

Looking ahead we will continue to promote Public Protection and Reducing Re-offending as a means of improving safety in our communities and improving public confidence in the Criminal Justice System. We will also increase visible community payback and improve compliance with community sentences whilst ensuring as far as practicable offenders receive the appropriate rehabilitation and assistance available to them in order to lead productive crime free lives.

The new challenges of a commissioning regime and the heralded change from Boards to Trusts will also be the focus of our attention as more details emerge during the course of the year.

The aforementioned performance, goals and plans can only be achieved through the continued enthusiasm and commitment of our staff and partner agencies. Judging by our past record we can look forward with confidence because the performance and teamwork of our staff and the partnerships they have forged are deserving of the highest praise in continuing to make our Area a safer place to live, work and visit.

Keith Turner OstJ. QPM
