Housing

AIM

To ensure that offenders in housing need are resettled into suitable and sustainable housing to minimise risk to the community, ensure the effective delivery of treatment programmes, increase employability and to develop a positive stake in their community for the offender.

WHO

Offenders in housing need who score 2 or more in OASys section 3 and whose housing need is linked to harm/offending behaviour.

 

 

WHAT

Support and assistance identified in the sentence plan can be provided within the Supervision Requirement, Unpaid Work Requirement or Licence.

A short course is being developed:
o To improve the skills needed to identify and secure suitable housing.
o Understand the rights and responsibilities of managing a tenancy.
o Develop the skills to maintain their housing.


HOW

• An assessment of housing need in relation to the risk of harm and the risk of re-offending at the sentence planning and review stages.
• Provision of housing advice.
• Referral to local authority housing departments and registered social landlords.
• Referral to supported housing projects.
• Referral to partnership housing projects.

In addition and as part of the course being developed.

• Pre and post intervention assessments
• Practical skills development
• Recognition of the responsibilities of being a tenant and being a good neighbour.
• Written assignments
• Discussion and exercises.


NEXT STEP

At the report stage ensure that an OASys housing assessment is undertaken and indicate that planned work will occur to address housing need.

In sentence planning Offender Manager to assess and refer the offender for accommodation using the Dyfed-Powys Probation housing referral form forwarding a copy to the local Housing PSO who will manage the delivery.
