Offender Management

The National Offender Management Model policy is based on the following principles and processes:

• The individual offender is central to and the focus of the processes;

• All offenders are assessed for likelihood of reoffending and risk of harm to others using Offender Assessment System (OASys).

• Assessment, sentence planning, implementation of interventions, review and evaluation processes are undertaken with all offenders at the required intervals;

• The local implementation of The NOMS Offender Management Model integrates the key principals of consistency, continuity, commitment and consolidation in all aspects of the work with offenders;

Working with Prisons

• All offenders are allocated to a Tier using the National Tiering Framework (PC 65 /2005) and Dyfed-Powys Guidance. This will determine the level of resources allocated and the knowledge, skills and qualifications of the offender manager.

• Work with offenders is allocated to appropriate staff given their knowledge, training and skills;

• Individual Sentence Plans are designed and implemented to meet the objectives of the sentence, the criminogenic needs of the offender and the management of any risk issues. They are shared with all members of the Offender Management Team and the offender;

• Offender Management for Custodial Sentences will be implemented as required by NOMS Offender Assessment and Management Unit.

• No offender should be treated in a differential or discriminatory way because of their race, religion, ethnic group, disability, age or sexual orientation due to the implementation of the NOMS Offender Management Model.
