Offender Management
• All offenders are allocated to a Tier using the National Tiering Framework (PC 65 /2005) and Dyfed-Powys Guidance. This will determine the level of resources allocated and the knowledge, skills and qualifications of the offender manager. • Work with offenders is allocated to appropriate staff given their knowledge, training and skills; • Individual Sentence Plans are designed and implemented to meet the objectives of the sentence, the criminogenic needs of the offender and the management of any risk issues. They are shared with all members of the Offender Management Team and the offender; • Offender Management for Custodial Sentences will be implemented as required by NOMS Offender Assessment and Management Unit. •
No offender should be treated in a differential or discriminatory way
because of their race, religion, ethnic group, disability, age or sexual
orientation due to the implementation of the NOMS Offender Management
Model.
